What is an individual--one single life cycle? How is this defined?
Evolution acts on all stages of life cycle and all levels of life cycle.
In animals, early embryology, and the controlling genes are highly conserved.
Thus, one basic body plan--a tube inside a tube--for animals
Hox gene is favorite example.
Mutations in this type of gene can lead to major evolutionary change (or monsters!)
